The LORD commanded Moses to consecrate Aaron and his sons, for they were to work as His priests.

This is the order of the consecration procedure.

After the wave offering of Aaron and his sons,  Moses would take (            ) of the ram and wave it before the Lord as his portion.

consecration, ear, thumb, the altar, the breast

Such a complicated procedure and requirement show that anything related to the Lord should be set apart and kept holy. Reason for consecration (to make holy) of the priests: they are to work as God’s ministers. The text emphasizes this point using the following expressions.

-          Without yeast (three times), without blemish (1-2)

-          Everything should be done before the Lord (4,10,11)

The offering of bull (10-14). This is a sin offering. However, it is not related to any specific sin of them. We can translate it as ‘purification offering.’

The burnt offering of one ram (15-18). By offering the entire animal, the worshiper was indicating on his part a complete surrender to God.

The second ram is the ram of consecration. Its blood was put on their right ear, right thumb, and right big toe and splashed onto the altar. And then, the blood from the altar and anointing oil will be sprinkled on them to sanctify them and their garments. (19-21)

From the ram, Moses took the fat portion, kidney, and right thigh and put them in Aaron and his sons’ hands. Moses waved them as a wave offering. Then, it will be burnt on the altar. (22-25) Now, Moses waved the breast. It is his portion (26).

Wave offering, according to Leviticus 23, is a sacrificial gesture of things that are for the priests. They present them first to God and then receive them back from him. So the waving is not side to side, but forward to God and then back to the priest. Here in Exodus 29, Aaron and his sons, together with the sacrifice, are waved before the Lord. And thus, Aaron and his sons are given back by God to Moses (or the Israelites). But the sacrifice is to burn on the altar.

This installment process clarifies that a particular part of the peace offerings of the Israelites will belong to the priests. (28)
